Mayor Osborne

Mayor Osborne is the leader of the Hullgardeners. He is dedicated to keeping his community safe alongside his trusted lieutenant, Castaway Westergard.

Biography

Early years

While living in Hullgarden in Castora with fellow castaways, Osborne eventually became their respected leader. He and his lieutenant, Castaway Westergard, did their best to shield their community from the Freebooters led by Captain Jessica Hammerhart and her brother First Mate Jimmy Hammerhart.

Visions of Eternity

Act 1

Following the arrival of the Inquest expedition on Shipwreck Strand in 1338 AE, their leader Director Vloxx sought out both the Freebooters and the Hullgardeners. In return for gaining access to laborers and being allowed to operate in the region, the Inquest would provide the rival factions with some older golems and augmentation tech to give the factions an edge. While the Freebooters eagerly accepted the director's offer, Mayor Osborne rejected it. As a result, both the Freebooters and the Inquest hampered Hullgarden, making the castaways' lives harder.[1]

The Tyrian Alliance arrived two weeks later and were intercepted by Westergard who remained suspicious of their motives after what had happened with the Inquest. She brought the Pact Commander to Osborne for a talk to ascertain the newcomers' motives. The mayor was guarded but willing to exchange information for some much-needed aid around the town. He instructed the Commander to seek out Wavehawk Pete to learn more about the local wavehawk population in order to secure such a mount to aid around the beach and to learn the surroundings better. After the Commander had aided the wavehawks, the impressed Pete put in a good word for them with the mayor.

Despite the promising beginning, Mayor Osborne remained guarded and insisted that the Commander make a few more Hullgardeners happy by aiding them in their tasks before he would give the Commander any information on the Inquest's whereabouts. Once the mayor was sufficiently satisfied, he pointed the Commander in the direction of a local scrap collector, Beachcomber Sparktail, who knew more about the Inquest's movements. Osborne would later learn that the Commander and other adventurers had answered Westergard's call to put an end to the Hammerhart Twins' schemes and had thus reduced the Freebooter threat significantly.

The Only Way

When the Tyrian Alliance pushed deeper into the jungle in pursuit of the Inquest and set up camp at Pilgrim's Rest in 1339 AE, Mayor Osborne and Westergard decided to follow along to pay the alliance back for aiding Hullgarden earlier. Osborne brought with him useful supplies to make the alliance's lives a bit easier in the hostile environment and used the opportunity to have a chat with Ingvil the Restful.[2]

Once the alliance and their Hullgarden allies had defeated the All Seer, Osborne and Westergard witnessed the Commander and Historian Minna breaking the curse on Isgarren and thus lifting said curse from Castora as well, opening the island continent to the outside world at long last. While talking with the Commander, Osborne and Westergard bantered about whether Kela, Seneschal of Waves should be considered a monster or not with Westergard threatening to throw the mayor into the ocean if he continued dismissing Kela who was now freed from the All Seer's servitude. Osborne began speculatig about Castora's future and suggested that Hullgarden could become a port to welcome visitors and enable trade although such an attraction had its caveats as well. He hoped to get some insights from the Commander's ally, Captain Sayida the Sly, regarding how Hullgarden should navigate the complex politics lying ahead.
