Jora's Keep Waypoint — , go west along the road and turn south near 
Raven's Gate — . Continue going south and cross the Aberrant Forest. Use Springer or the Raven Gate (requires Raven's Flight Mastery) west of the Mastery Insight to get to the ledge where the Mastery Insight is.
Alternative
From Jora's Keep Waypoint — , go south-west along the road towards entrance to Ravenfrost Caverns. Open the Raven Lock at the entrance with Raven Bond Mastery and cross the cavern. Open the Raven Lock to exit the cavern and go south-west. Use Springer or the Raven Gate (requires Raven's Flight Mastery) west of the Mastery Insight to get to the ledge where the Mastery Insight is.
