This content was introduced in Festival of the Four Winds 2018 and is subsequently only available during the Festival of the Four Winds.

Use water balloons to try and put out the flame effigy is a level 80 group event that occurs near the Sky Docks waypoint. It requires successful completion of all 3 rounds of Collect as much loot as possible before time runs out! event to start.
