The Transatmospheric Converter is a device made by the Snaff Savant, the blueprints of which were stolen and deleted from Rata Sum archives, and used to create the Weather-matic 5000. The Weather-matic 5000, which when revealed bares the name Transatmospheric Converter, is capable of creating localized tempests and miniature Greater Ice Elementals. Kudu planned to use his to flood the floating city of Rata Sum by creating a flash flood in the Arcane Council's chamber.
