Researcher Hui Jung[1] is a member of the Ministry of Archives who is found in the library of Arborstone, doing research on the Zhaitan Disaster and the Celestial Ministry. Assisting him with gathering a history of the Celestial Ministers awards the The End of the Celestial Ministry achievement.

From 
Arborstone Waypoint — , take the Teleporter to Second Level near The Exchange, then head north into the library. Once inside the library, climb the south-east staircase to reach the second level of the library. Follow the balcony around to the north.
