Norfolk's Refuge is an area just north of the eastern keep, the Harrier's Palace, in the Green Desert Borderlands.
There is a supply camp to the south (which sends convoys north and south) and a shrine of air to the north (which provides a speed boost blessing and prevents falling damage if the other two shrines are also held).
