Ministry Ward Waypoint.
Head southeast, cross a small bridge, then go up the stairs until you see the Zip Line. Use it to cross back toward the Ministry Ward Waypoint. Head left, past several wasps you can run by, then jump to the roof of the Ministry Ward Waypoint building. The Mastery point is between two large pillar structures.
