Dropped by various Jade Mech enemies in New Kaineng City.
Probably the fastest way to get it is the Kaineng Blackout meta event since it has the most number of Jade Mech enemies.

Notes

The event Attend the particularly posh party (80) will spawn several rogue mechs.
There are a few jade mechs around Petrified Shipping Docks.
