Getting there
Head east from the 
Lakeside Bazaar Waypoint — into the house beneath the Lakeview Villa point of interest. Climb the stairs through the back left door, and climb up two sets of stairs (until you reach the villager and her cat). Head to the right along the balcony and then jump over to the grassy hill leading up the mastery insight.
