He had information on a substance that could weaken the shells of the karka - he gave players a bottle and tasked them with gathering alchemical mixes in a proper order to create a concotion to melt through the karka shells. He eventually moved to Southsun Cove and can be found by Steampipe Steading's northwest gate.
