Yes. Though quaggan did not spawn them, quaggan loves them and cares for them. The tads are orphans.

Their parents were killed by Svanir?

Some were caught in storms. The Svanir are not the only danger to quaggans. But quaggans persevere because these tads deserve a long, good life. They will grow to defend this land as quaggans do now.
