Getting There
This point of interest is normally locked behind blue forcefields.
Option 1: Position your character at the edge of the forcefield blocking the easternmost of the northern entrances.

Option 2: Wait for the Navigate Isgarren's wards event to open the barriers.
Option 3: Using a teleport or shadowstep skill into the building may discover the POI before teleporting you out.
