Getting there
You'll need two Jade Power Charge in order to enter. You can find a broken teleporter just north of the building where the point of interest and mastery point are located. Use one Jade Power Charge to fix the teleporter, and another to use it after it's repaired. The mastery point and point of interest are inside.
