The Charged Stormcaller weapons set is a set of weapons released with the Jormag Rising chapter of Living World Season 5.
Salvaging a weapon from this set will give 10 
Memory of Otter, in addition to the standard exotic salvage materials. Salvaging with a Research Kit yields only Research Notes, however.

Recipes
Recipes are contained in 
Dominion Crafting Box and Frost Legion Crafting Box.
Crafting
Once the recipes are unlocked, weapons can be crafted by Artificers, Huntsmen, and Weaponsmiths. All weapons require 2 
Stormcaller Cores, 2 
Amalgamated Draconic Lodestones, 10 
Glob of Ectoplasm, and an exotic inscription.
Trading
Charged Stormcaller weapons can be sold and bought through the Trading Post.
