Getting there
This mastery insight is located to the southeast of 
The Scourgeway Waypoint — . To reach it most directly, cross the two bridges south of the waypoint, then turn immediately left (east direction) after crossing the second bridge and go down the ramp to the sulphur river. Use the Skimmer mount to get to the east side of the mastery point area and up onto a rock ledge there. Use the Springer to jump up over the rock walls and into a "bowl" shaped area. The mastery point is at ground level in the southern area of the "bowl" area, protected by a Veteran Air Djinn and a Veteran Air Elemental.
