The Master of Whispers is the leader of the secret organization known as the Order of Whispers. To protect the Order their identity is kept secret from all but the three Preceptors who pass their orders on to the agents of the Order.

Riel Darkwater is revealed to be the Master of Whispers in the personal story Critical Blowback for players who have chosen to join the Order of Whispers. Riel became the Master of Whispers after defeating the previous Master, who had been corrupted by the dragons. Riel was assisted by Trahearne in her struggle against her predecessor.
