The Blasted Moors is an area in the central section of the Diessa Plateau. Soldiers from the Blood Legion and Ascalonian ghosts are engaged in fierce combat here.

The easiest way to access the vista is to run south-east, where you will stumble upon Mad Mardine and his "cattlepult". Walk up to the cattlepult and interact with it, and you will find yourself on top of the tower. If he's using it to launch cows, wait until he's finished first.
