Rescue the wavehawks from the freebooters' cages and escort them to safety

This is significantly bugged in-game and the bug blocks progression.
Details:

A single person opening multiple cages without leading out a skimmer can cause the event to immediately fail if someone else leads out the skimmer from the opened cage.
Sometimes the wavehawk pups don't respawn, leading to empty cages that can be opened but without pups to rescue. This causes the event to be stuck.

Rescue the wavehawks from the freebooters' cages and escort them to safety is a level 80 Dynamic event that takes place in Guarded Glades and Twisting Hollows, directly east of Castaway's Tears point of interest. The event will not spawn during the Hammerhart Rumble meta event. The event respawn is 11-15 minutes.

Only one wavehawk can be escorted per player at a time, attempting to open another gate will lead to no NPC in there.
- The Wavehawk Guide effect appears on a player who is currently escorting a wavehawk.

Successfully rescuing a wavehawk: Castaway Jana: Yeah! Jana and friends one, dumb freebooters zero!

Castaway Jana: A friend returns! I'm so glad you're back, li'l guy.

Castaway Jana: You made it! Everyone's gonna be so happy to see you.

Castaway Jana: Hey, li'l buddy! Those mean freebooters didn't hurt you, did they?

Event success: Castaway Jana: Look at you guys! You all made it out okay! Let's go hang out somewhere those mean freebooters won't bother us.

Event failure: Castaway Jana: The guards are back! I'm gonna be in a pile of trouble if I don't get outta here.; Castaway Jana: We'll be back as soon as they are gone.
