Poor Man's Kite was an achievement available during the Bazaar of the Four Winds release.

Walkthrough
This achievement is done by going to the Beggar's Burrow in Queensdale. From the entrance of Divinity's Reach, head south until you come to the Shaemoor Waypoint. Take a left at the intersection. Continue on the road, past the Shaemoor Garrison and head down the incline to the lake. Follow the curve of the cliff to your left. You will have to swim across a small portion of the lake while following the cliff. Once across, the bandit cave is off to your left. Kill the bandits, open the door, and kill more bandits. The kite is slightly off to your left, as you are standing at the first bridge.
