Diving Goggles: Rock Top to Rock Bottom is an achievement in Inner Nayos that requires you to put on diving goggles and jump into a body of water.
The goggle can be found in The Old Settlement near 
Secluded Pond — , on top of mountain hanging over the pool.
Grab the goggles, aim north and towards the essences.
