Getting there
This insight is only available after the successful completion of the Break the Crystal Dragon meta event.
From the 
Northwest Shrine, head east towards Gnarlgrove. When you're over water, drop down to water level and head south west. There'll be an opening to the west leading into the cavern with the mastery point.
