The [[Commodore]] is a member of the [[Captain's Council]], and is [[w:Primus inter pares|first among equals]]. The Commodore has the ultimate authority in [[Lion's Arch]], however, he rarely makes a decision or move without the support of the Council. While the Commodore can't overrule the council on any one issue, his vote means more than that of the other captains, especially when appointing new council members.

At a given time, an [[Order of Whispers]] agent is kept aware of the happenings of the council, by agreement with the Commodore. In exchange, the Order keeps the Commodore aware of thieves, smuggling rings, and other dangers.

== History ==
The first Commodore was [[Cobiah Marriner|Captain Cobiah Marriner]], who sat on the first Captain's Council. The original council was politically egalitarian, and the title of "commodore" was just an affectionate name for Captain Marriner given to him by the citizens of Lion's Arch. When [[Prince Edair]] formally recognised the independence of Lion's Arch from [[Kryta]] in 1256 [[Mouvelian calendar|AE]], he did so with the requirements that Lion's Arch defend Kryta against the [[Dead Ship]]s and be run by a Council rather than a single individual. This effectively codified the title.

The current Commodore is [[Commodore Lawson Marriner|Lawson Marriner]], grandson of Cobiah Marriner, who stepped into the role in 1300 AE.

Preceptor

The [[Preceptor]]s are leaders of the secret organization the [[Order of Whispers]], working for the [[Master of Whispers]]. They guide the Order on the Master's behalf by passing along his commands to the various agents, in order to keep the identity of the Master of Whispers a secret. Each Preceptor specialises in a specific area of expertise.

Evidence uncovered during investigations in 1325 [[Mouvelian calendar|AE]] seemingly indicated that Arton had set up the fall of [[Falcon Company]] at the hands of [[centaur]]s to undermine the [[Ebonhawke Treaty|detente]] between humanity and the [[charr]]. However, thanks to further investigations by the [[Pact Commander|Hero of Shaemoor]], Arton was ultimately found innocent and released from custody. Arton had been set up by his supposed friend Caudecus, though there was no proof and the minister remained unaware of this fact.

During a party in 1327 AE, Arton made a brief appearance. He suggested that the [[bandit]]s found throughout [[Kryta]] were connected to the [[White Mantle]] cult. He also believed that the cult ran the black market in [[Divinity's Reach]], though he gave no insight into what led him to this theory. Arton also vouched for Queen Jennah when questioned by the [[Pact Commander]] about the queen's involvement with the [[sylvari]] terrorist [[Scarlet Briar]], stating that Jennah had politely refused to allow Scarlet to study with the designer of the [[Watchknight]]s and that the sylvari had become livid as a result.

After Caudecus Beetlestone revealed himself as the Confessor of the White Mantle, Arton was put under much scrutiny due to his then-broken friendship with the former [[Legate Minister]]. Despite this, he continued proclaiming confidence and support in Queen Jennah, who in turn offered her trust.

When Jennah called [[a Meeting of Ministers]] and the White Mantle [[Siege of Divinity's Reach|laid siege]] to Divinity's Reach from [[Lake Doric]] in 1330 AE, Arton was among the first to be slain by turncoat [[Minister]]s and [[Ministry Guard]]s. Upon Arton's death, Jennah cried out his name in dismay and fought alongside the Pact Commander against the invaders. The White Mantle sympathizers and spies were ultimately driven back, and the siege ended with a crushing blow against the White Mantle forces and the death of Confessor Caudecus.

Gadd, father to [[Vekk]], was one of the original [[asura]] to venture into the [[Tarnished Coast]] after their diaspora from the [[gw1:Central Transfer Chamber|Central Transfer Chamber]]. Most of his own race did not want to be in the same room as him due to his lab ethics and general personality, relying on hired help, even if said help were disposed of quickly. He was a cantankerous, manipulative, yet intelligent, asura that aided in the push against the [[Destroyer]]s using the [[gw1:G.O.L.E.M.|G.O.L.E.M.]]. He once hired [[Livia]] to locate and extract energies from the [[bloodstone]] located nearby, though the two parted ways after the mission was completed. His old lab in [[Metrica Province]] was booby-trapped and sealed away, securing any secrets from outsiders wishing to indulge themselves in his works.
